Highland Village Police Department policy prohibits employees from engaging in bias based (racial) profiling. Personnel will focus on the behavior of an individual and/or specific suspect information in taking police action. Individuals will not be targeted for enforcement actions, detention, field contacts, asset seizure or forfeiture, or interdiction solely on the basis of race, ethnic background, gender, sexual orientation, religion, economic status, age, cultural or faith based group or any other identifiable group.
Any citizen who believes the department has not complied with this policy can file a complaint by mail, telephone, online or in person. The complaint will be thoroughly investigated and reviewed by the Chief of Police. The person filing the complaint will be notified of the outcome of the investigation.
The bias based (racial) profiling policy of the department exceeds state mandated requirements. Annually, the department files statistical reports with both the Texas Commission on Law Enforcement (TCOLE) and the Highland Village City Council.
