City Water Rates
City water meters are used to accurately record each resident’s monthly water usage. Residents are billed in accordance to their usage.
There are two primary components to the water service charges:
- Pass-Through Wholesale Charge - This represents a pass-through rate equivalent to the charges paid by the City to the Upper Trinity Regional Water District (UTRWD) for the purchase of water and treatment of wastewater.
- City Charge - This rate is necessary to fund Highland Village’s Utility operation and costs, including maintenance of the system’s infrastructure.
