Utility Billing
Responsibilities
Utility Billing is responsible for monthly utility bills, which are determined by recording monthly meter readings. They also respond to inquiries relating to new and existing utility accounts.

How do I set up water, sewer and trash services?
To activate water, sewer, and garbage services in Highland Village visit 2TurnItOn to set up service online, or download the "Application for Water Service" form and return it to Utility Billing by:

Please be aware that a $150 deposit is required to set up service (customers who are 65 years of age or older are exempt). Applications that are submitted via email or fax will have the $150 deposit automatically added to the customer's first bill. The deposit will be refunded to the customer after 12 consecutive months of monthly payments with no instance of late payment or on their final bill.
Questions about garbage and recycling services?
The City contracts with Republic Services for yard waste, trash, recycling, bulk waste and household hazardous waste pickup. For questions regarding trash/recycling services, i.e. missed pickup, service complaint, broken cart, etc., contact Republic Services at 817-317-2000 or email them at highlandvillage@republicservices.com. Republic Services provides every residence with one 95-gallon blue trash cart and one 95-gallon green recycling cart for automated pickup service. Additional carts can be requested for an additional $7.70 per month/per cart. Email utilitybilling@highlandvillage.org and provide your name, address and type of cart. A confirmation email will be sent upon receipt and an order will be placed.
How much water are you using?
Water conservation is something we all take seriously. Now you can monitor your water consumption online. When you create an account with EyeOnWater, you will be able to view your usage by month, day, or even hour. Billing
Utility bills are mailed to residents on the first of each month. Payments are generally due on the 20th of each month. Payments received after the 20th are subject to a 10% penalty (minimum of $5). There is a $25 fee charged for non-sufficient funds returned checks. Payments can also be dropped off in the drop box at City Hall.
E-Billing
A number of residents have asked about receiving their monthly utility bills via email rather than a paper bill. We have now established a service to do this! Once you sign up, the monthly bills will be sent to the email address you designate. Along with your bill, you will also receive a PDF of the bill insert of City happenings to keep you updated on City events. Sign up for e-billing here.
Over 65 Credit
Customers who are 65 years of age or older can receive a $5.00 per month credit on their utility bill. Please contact Utility Billing to initiate your request and we will follow up with you by the next business day.
To apply for an exemption of $75,000.00 on the City portion of your valuation for property tax through Denton County Appraisal District (DCAD), complete the form at this link.
