2022 Bond Projects
In December 2021, Council approved an ordinance authorizing the issuance of Certificates of Obligation totaling $15.75M for street and drainage and park improvements. The Certificates of Obligation will coincide with expiring debt and therefore have no impact to the City’s ad valorem tax rate. During the budget process, the Capital Improvement Program identified projects to be included in this issuance, including $8.85M for street and drainage capital projects and $6.413M for park improvements.
Highland Village Tennis Center Improvements:
LED lighting and control upgrades - $170,000, project time frame 2025 – 27
Pilot Knoll Improvements – all projects will fall under one architect. Currently working with Dunaway on the scope and will bring to council in January for recommendation to enter into an agreement with Dunaway. Once executed, Dunaway will start the design phase, which will take approximately 4-6 months.
- Campground / Shelters improvements - $375,000
- Replace gatehouse - $400,000
- Boat Ramp improvements - $620,000 – lighting and ramp improvements
- Expand camping options with rental cabins (16) – also providing ongoing revenue stream for US Army Corps of Engineers parks - $2.3M with 750K from possible grant funding.
Unity Park Improvements
- Tennis court resurfacing - $26,000 - completed
- Lighted basketball courts - $230,000 - project time frame is 2025-26
- Field renovations to include irrigation, grading and sod - $215,000 - project time frame is 2024-25
- Replace portion of turf in Dog Park with synthetic grass - $84,000 - project starting in January 2023
- Replace baseball outfield fencing - $356,000 - project time frame is 2024-25
- Irrigation upgrades - $551,000 - project time frame is 2024-25
- Add backstop netting - $125,000 - project timeframe is 2024-25
Other Parks
- Sellmeyer tennis fencing / windscreen replacement - $37,000 -project time frame possibly 2023
- Lions Club Park parking lot - $200,000 - completed by Public Works
- Village Park fishing pier renovation - $40,000 - start and complete in 2023
- Brazos Park field renovation to include irrigation, grading and sod - $135,000 - project timeframe is 2024-25
- Sellmeyer Park playground replacement -$140,000 - project time frame 2027
- Sellmeyer Tennis parking lot – $160,000 - completed by Public Works
